Deadly force means using force likely to cause death or serious bodily harm. A punch to the face that could break the nose has the potential to cause significant injury, including head trauma or other life-threatening outcomes under certain circumstances, so it meets the threshold of deadly force because of the substantial risk involved. The other actions—verbal commands, grabbing the sleeve, and pushing someone gently—do not involve harming someone or creating a substantial risk of serious injury, so they do not qualify as deadly force.
